NEWSLETTER - WINTER 2010

CHAIRMANS CHRISTMAS MESSAGE

The parish of Rolleston is the focal point of many people who in other ways have nothing in common. Most working lives take us out of Rolleston to witness the cut and thrust of everyday life with all its hardships and adversities. There are very few of us who can have the privilege of working in Rolleston.

All the parishioners make Rolleston a special place and yet again 2010 has been made noteable by individuals, acting voluntarily in most cases, putting on the shows and events that have brought the whole village together.

I would like us to reflect on:

The Scout Carnival, Transport Festival, John of Rolleston Community Day, Rolleston Village Gala, the work of RODSEC, church festivals and other fun days are all hosted and organised by volunteers and I give thanks to all those who have contributed and the societies who have taken part and yet again it makes me very proud and grateful to live in Rolleston.

Before I wish everyone a Happy Christmas, I would also like to thank everyone involved with the Parish Council who have tried, unceasingly, to maintain the fabric of the village.

COMPLETION OF THE ANNUAL AUDIT 2009/10
The External Auditor has now completed work on the 2009/10 Annual Return for the year ending on 31st March 2010. The External Auditor has confirmed that on the basis of their review the information contained in the annual return is in accordance with the Audit Commissions requirements and no matters have come to their attention giving cause for concern that relevant legislation and regulatory requirements have not been met.

YOUTH REPRESENTATIVES
The Parish Council now has two Youth Representatives on the Parish Council who attend meetings and are invited to add items to the agenda for discussion. Both representatives live within the village and attend De Ferrers College.

EAST STAFFORDSHIRE BOROUGH COUNCIL &
STAFFORDSHIRE COUNTY COUNCIL
The Parish Council continues to press both ESBC and SCC with regards to various issues within the village. This year ESBC have been pressed to smarten up and maintain Brook Hollows and some maintenance works have now taken place. Various issues within the remit of SCC remain a concern to the Parish Council. These to name but a few include the state of the roads, particularly Church Road, along with a known speeding problem along Knowles Hill. These matters are continually raised with SCC, Highways Department.

PROPOSED CLOSURE SECTION FOOTPATH 18
During the Annual Footpath Walks, the Parish Council were dismayed to learn of the proposed closure to a section of Footpath 18, which leads from the rear of the properties on Walford Road to join Footpath 15. At a Parish Council meeting held on Monday 28th June, the Parish Council agreed to take all necessary measures in order to keep this path open and have it added to the definitive map as a recognised public footpath. The Parish Council will be making a Section 53 application to SCC Legal Services within the next few weeks. In the meantime use of evidence forms have been issued to those people who regularly walk the footpath for completion in order to support the application.

PARISH COUNCIL CHANGES
At the Annual Parish Council meeting, Mr. Jamie Winstone was elected to serve a second year as Chairman to the Parish Council. Mr. Andy Fitton was duly elected to serve a second year as Vice Chairman.

Following the resignation of Mr. Paul Taylor and Mrs. Rebecca Carlton, the Parish Council has co opted two new Parish Councillors. We welcome

Mr. Mike Badcock and Mr. Jason Wyatt to the Parish Council and are equally delighted to advise that Mr. Matthew Docksey has been co opted onto the Parish Council as Youth Representative.

ANTI SOCIAL BEHAVIOUR
April saw the unprecedented increase in the amount of vandalism taking place in the village to both public and Parish Council property. Naturally, any vandalism to Parish Council property has a negative effect on the Parish Councils finances and a considerable amount of money has been spent this year on both repair and replacement of Parish Council property. Therefore, I thought that this may be an ideal opportunity to inform everyone of the areas that fall under the responsibility of the Parish Council.

PARISH COUNCILS ASSETS & RESPONSIBILITIES

SPREAD EAGLE ISLAND
In 1920 it was agreed with Sir Oswald Mosley that the Parish Council would accept responsibility for the island.

ELIZABETH AVENUE PLAYING FIELDS
This land, measuring 1.97 acres, was purchased for recreational purposes in 1961.

THE CROFT OPEN SPACE
The acquisition of this Open Space in the centre of the village took many years to come to fruition but was finally purchased from Bass in 1974. The Croft has recently been registered as a Village Green by the Parish Council.

CRAYTHORNE FIELD, CRAYTHORNE WOOD AND MEADOW VIEW OPEN SPACE
In 1972, the Parish Council was approached by S.W. Clarke concerning the land he owned stretching from Station Road to Craythorne Lane. As a result of consultations, a joint planning application was submitted for housing and recreational land. The application was refused but later granted on appeal after a Public Inquiry. The ownership of Craythorne Field and Tafflands was transferred to the Parish Council for recreational use in 1975. The Meadow View Open Space and play area were handed over on completion of the Meadow View estate.

JINNY NATURE TRAIL
This disused railway cutting which runs for nearly a mile between Stretton and Rolleston came to the ownership of the Parish Council in 1984. In 1960 the line was closed and in 1981 East Staffordshire District council purchased part of the land from British Railways. A team of workers from the Manpower Services commission started the task of improving the drainage and resurfacing the footpaths. The Jinny Nature Trail is jointly owned by Rolleston and Stretton Parish Councils and the two parishes celebrated the opening of the trail in 1986.

BUS SHELTERS
The Parish Council owns the four bus shelters in the village and is responsible for their maintenance.

PLAY EQUIPMENT
The Parish Council own and maintain the following play areas: - Elizabeth Avenue, Meadow View and the newly created Tafflands. A contractor is employed to carry out weekly inspections of the play areas and all areas are annually inspected by ROSPA.

GRASS VERGES
Within the 30mph speed limit, the Parish Council has taken over responsibility for grass cutting under agency from the County Council.

PROPOSED LANDSCAPING SCHEME - LAND ADJACENT SPREAD EAGLE ISLAND
The Parish Council has recently submitted grant applications to ESBC & SCC to help fund a proposed landscaping scheme to enhance the existing dormant section of land within the central point of the village, both sensitive in character and within the Conservation Area. The proposal includes, new paths using granite setts, ensuring access for all. Granite setts will also be used to edge the section of land to provide an effective widening of the road so that the grass verges are not damaged by vehicles needing to avoid parked cars. By removing the undergrowth, visibility has already been improved for both those exiting and entering Brookside by vehicle and pedestrians.

The area is currently part grassed and part soil and sites the Village sign and a memorial bench. The boundary is edged with railings and specialist painting work has been carried out on these over the last 18 months. The stepped weir is an important unique feature that has been impossible to get close to in the past because of the overgrown vegetation which has now been removed. Picturesque views of the historic Spread Eagle Bridge, Brookside and the Grade 2 listed Spread Eagle Public House can be seen.

This area of the village is one that is undergoing significant planned improvement with the installation of the memorial bench, the upgrading of the existing seat adjacent to the Spread Eagle Island, the repainting of the railings, the refurbishment of the bus shelter, the thinning out and re-planting of the Spread Eagle Island, the refurbishment of the village sign, the removal of the overgrown shrubbery and the restoration of the fingerpost all undertaken within the last 2 years.

ANNUAL FOOTPATH WALKS
The footpath walks were carried out on 8th and 15th June with a good turnout of people taking part in the early evening walks.

VILLAGE CLEAN UP DAY
Village Clean up Day was once again a huge success and a good turn out ensured that a great deal of work was carried out around the boundary of The Croft and along the banks of the Brook. It was nice to see some new faces join us this year and a big thank you to everyone who supported the clean up!

PARISH COUNCIL MEETINGS
Parish Council meetings take place on the second Monday of every month and are held in the Old Grammar School Rooms, Church Road. Meetings commence at 7.30pm and a copy of the Agenda is published in the village noticeboards three clear days of the meetings taking place. NEWSLETTER - SUMMER 2010

ROLLESTONIAN OF THE YEAR
At the Annual Parish Council meeting held on Monday 19th April 2010, Mr. Dave Jennings was presented with the “Rollestonian of the year award” for 2009. Mr. Jennings offered a huge amount of support to the playbuilder project which was completed last year through the contribution of his time and loaning his plant hire equipment free of charge. Mr. Jennings contribution helped to ensure that the project was completed both on time and on budget and in turn the Parish Council was delighted to be able to recently collect the Civic Trust Award for 2009 for the project.

Congratulations are also passed to the following people who were nominated for the award: -

Mr. Tom Starbuck, Mr. Andy Starbuck, Mr. John Underhill and Mr. Graham Jacks.

BROOK HOLLOWS
The Parish Council has been working closely with ESBC in order to try and gain commitment from them with regards to the upkeep and future maintenance plans for Brook Hollows. Following several site meetings between both members of the Parish Council and representatives from the Parish Council, ESBC has produced a Brook Hollows Action plan and provided us with a copy of the scheduled grounds maintenance works. A copy of the reports are detailed here.

THE CROFT – VILLAGE GREEN
After almost two years since the paperwork was submitted, the Parish Council are pleased to advise that SCC, Rights of Way Panel has approved the registration of The Croft as a Village Green.

2010/2011 PROJECTS
The Parish Council have committed to further works along the Jinny Trail in the 2010/2011 financial year. Works took place along the far end of the Rolleston section of the trail in 2009 and these works have already made vast improvements to the trail. Further works are also proposed to the section of Footpath 14 that runs through Craythorne Woods through funding from SCC.

ROLLESTONIAN OF THE YEAR – NOMINATIONS PLEASE
The Parish Council will make an award “Rollestonian of the year” each year to a villager who in their opinion has served the community above and beyond that which could be considered normal or to a villager who has achieved exceptional heights in their particular field. (Sport, arts etc.). The award to be presented at the Annual Parish Meeting by the Chairman of the Parish Council, or in his absence the Vice-Chairman of the Parish Council. Nominations are to be sent to the Clerk of the Parish Council by 5th April 2010 and should include a brief note supporting the nomination. A nomination box will also be sited in Starbucks News for the duration of March.

At the April Parish Council meeting (12th April 2010) all Councillors will be given a voting paper listing all nominations. During part 2 of the meeting brief details of all nominations will be read out by the Clerk after which Councillors will vote for their top 3 nominations giving 3 points for their first choice, 2 points for their second choice and one point for their third choice. The nomination with the highest number of points will be given the award. In the event of a tie new voting papers will be issued and Councillors will vote again between the tied nominees giving one point to their first choice nominee. The nominee with the highest number of points will be given the award. In the event of another tie the Chairman of the meeting shall have a casting vote.

For the purpose of this award any person living in Rolleston on Dove is considered to be a “Rollestonian”. Serving Parish Councillors are not eligible for this award.

SPREAD EAGLE FINGERPOST
The Parish Council has recently appointed a specialist contractor to restore the fingerpost on the Spread Eagle Bridge. The fingerpost will be restored in a similar manner to the one on the Chapel Lane/School Lane junction and will be painted in the traditional black & white stripes for Staffordshire Fingerposts. The restoration will be carried out in various stages and will involve both on site and off site works. Initially there will only be the post left in place and this will be cleaned, painted in primer and a yellow primer/filler coat. This will leave the post well protected against the weather. Therefore don’t be alarmed if you notice the post is painted yellow – it’s only temporary!

ELIZABETH AVENUE PARENTS WAITING SHELTER
The Parish Council will shortly be installing a Perspex shelter adjacent to the rear entrance gate to John of Rolleston Junior School Site on Elizabeth Avenue Playing Field. It is hoped that this shelter will provide a sheltered place for parents to wait for their children coming out of school.

PRECEPT
The activities of the Parish Council are made possible by the precept charged to Council tax payers. As always this remains a tiny part of the total council tax bill. This year’s precept has been set at £43,450.00 which remains the same as the previous financial year.

MR. PAUL TAYLOR - PRESENTATION OF THANK YOU GIFT
It was with much regret that Paul Taylor announced his resignation from the Parish Council in 2009 after fourteen years voluntary service on the Parish Council. Mr. Taylor was always an asset to the Parish Council bringing along a huge amount of knowledge and understanding of the village. A small gift has been purchased in recognition of Mr. Taylor’s work and will be presented to him at the Annual Parish Meeting on Monday 19th April.

LAND ADJACENT TO SPREAD EAGLE ISLAND
Proposals are currently underway to brighten up the area adjacent to the Spread Eagle Island. The Parish Council feels that this section of land should be an important feature of the village and believe that improvements should be made to make the area more of a focal point and ascetically pleasing.

ROLLESTON ON DOVE POLICE UPDATES
The local policing team will now be submitting a monthly written update to the Parish Council this will cover any recent crime incidents and other important information. This report will be posted onto the village website and you will be able to download it by following the Neighbourhood Watch Link.

EAST STAFFORDSHIRE BOROUGH COUNCIL & STAFFORDSHIRE COUNTY COUNCIL
The Parish Council continues to press both ESBC and SCC with regards to various issues within the village. Planning Matters have recently been of serious concern to the Parish Council and these concerns have been raised with the Chief Executive of ESBC. The state of the roads also remains a concern along with a perceived speeding problem along Knowles Hill. These matters are continually raised with SCC, Highways Department.

ANNUAL PARISH MEETING
The Annual Parish Meeting will take place on Monday 19th April commencing 7.30pm. The Annual Parish Council meeting will take place on Monday 10th May, commencing 7.30pm.

VILLAGE CLEAN UP
This year’s Village Clean up Day will take place on Saturday 8th May, commencing at 9.30am. The meeting place will be the Spread Eagle Car Park and everyone is welcome to come along and help. It is recommended that you come in wellies and where possible bring your own tools and gloves.

Burton Conservation Volunteers will be leading a clean up day on Sunday 21st March from 10.30am until 4pm in Craythorne Woods. All volunteers are welcome to attend and the meeting point will be in Craythorne Car Park. General Maintenance and tree work will take place under the guidance of Lawrence Oates.
